Language is the foundation of reading and is necessary for effective classroom teaching and learning. It comprises the ability to speak, listen, read, and write. A student’s classroom success is highly dependent on his or her language ability. It is therefore reasonable to consider every classroom teacher, regardless of subject area, first and foremost a language teacher.
Incorporating speaking, listening, reading, and writing into all content-area instruction is vital to fostering student achievement, regardless of the subject matter. At the secondary level, this interrelationship of content material and language/reading development is organized around five general areas: word reading, fluency, vocabulary, comprehension, and motivation.
This reference guide provides educators with essential information on using Multi-Tiered Systems of Support (MTSS) as a framework for reading instruction in middle and high schools, guided by three key systems: data use, leadership, and communication. Sections include

Jeanne Schopf, M.Ed., NBCT, C-SLDI, is a literacy expert, motivational keynote speaker, and educational leader with more than 35 years of experience in pubic education. She is the editor and contributing author of Reading Isn’t Optional: Fulfilling the Promise of Literacy for Secondary Students and has served as an elementary and middle school teacher, literacy coach, reading specialist, and certified dyslexia Interventionist (K–12). A Certified John Maxwell speaker, trainer, and coach, Jeanne provides research-based professional development grounded in MTSS and the Science of Reading. As the Founder of Pathways Towards Literacy, she partners with schools and leaders to implement evidence-based practices, build educator capacity, and create sustainable systems that ensure every student achieves literacy success.
Karen Kemp, Ph.D., worked in the public school system for 33 years as a director of special education, assistant principal, pupil services coordinator, and classroom teacher. These experiences lead her to become a Literacy Consultant and Regional Manager for 95 Percent Group Inc. until her recent retirement. She is the author/co-author of over 30 publications, including several books and laminated guides for National Professional Resources. In her 40+ years as an educator, she has presented workshops and seminars in the United States and Europe. Currently, Karen is contracting with local districts to provide embedded professional development on literacy techniques based on research for intervention and group instruction, effective design and delivery of instruction, progress monitoring techniques, and coaching for successful implementation.
