The interrelationship between oral language and learning to read is significant. If the language foundation is weak, it can directly affect a child’s capacity to acquire critical reading skills. However, many students who enter kindergarten lack foundational skills needed to learn read. Given the distinct variation in skill levels, matching instruction to specific students needs becomes essential to the acquisition of literacy. MTSS provides a framework for multiple levels of instruction, with supports and interventions provided to struggling students which increase in intensity as students move through the tiered process.

Karen Kemp, PhD worked in the public school system for 33 years as a director of special education, assistant principal, pupil services coordinator, and classroom teacher. These experiences lead her to become a Literacy Consultant and Regional Manager for 95 Percent Group Inc. until her recent retirement. She is the author/co-author of over 30 publications. Her NPR Inc./Dude Publishing publications include the books, RTI: The Classroom Connection for Literacy, and RTI & Math: The Classroom Connection and several laminated guides on reading and math intervention within an MTSS framework. In her 40+ years as an educator, she has presented workshops and seminars in the United States and Europe. Currently, Karen is contracting with local districts to provide embedded professional development on literacy techniques based on research for intervention and group instruction, effective design and delivery of instruction, progress monitoring techniques, and coaching for successful implementation.
